No. 149 /Bill No. 38 PLACE: Council Chambers Hilo, Hawai`i TIME: 3:30 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 38, reports as follows: Bill 38, transmitted jointly with Resolution 54 -11, by Finance Director Nancy Crawford via Communication No. 149, dated March 22, 2011, amends Ordinance No. 10 -59, as amended, the Operating Budget, ending June 30, 2011. The amendment is as follows: From: 3308.73 Federal Grant — Distracted Driving Project General $ 25,278.40 010.201.5216.41 Distracted Driving Project General $ 25,278.40 The State of Hawai`i Department of Transportation - Safe Community Program is providing a $25,278.40 Distracted Driving Project Grant to the Hawai`i County Police Department. Distracted Driving, defined by the National Highway Traffic Safety Administration as "any non - driving activity a person engages in that has the potential to distract him or her from the primary task of driving and increase the risk of crashing," has become a serious problem on our roadways. The goal of this project is to reduce the number of drivers using an electronic mobile device while operating a motor vehicle by adding checkpoints, issuing citations for non - compliance, conducting a media campaign and/or by sending educational letters to registered vehicle owners Pursuant to Section 46 -7, Hawai`i Revised Statutes, County Departments must obtain the consent of the Council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers.
