No. 459/Bill 141 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 1:34 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 141, reports as follows: <br /> Bill 141, transmitted by Director of Finance Nancy Crawford via Communication No. 459, dated <br /> November 1, 2011, amends Ordinance No. 11-60, as amended, the Capital Budget, ending <br /> June 30, 2012, by adding the following projects: <br /> PUBLIC WORKS: <br /> Tsunami Damage Projects—FEMA <br /> (199.5199.57.115) $ 36,000 <br /> Tsunami Damage Projects - County <br /> (199.5199.58.115) $ 315,000 <br /> Funds for this appropriation increase shall be provided from: <br /> Federal Grants Receivable $ 36,000 <br /> General Obligation Bonds, Capital Projects Fund— <br /> Fund Balance and/or other Sources $ 315,000 <br /> This proposed bill adds the project titled "Tsunami Damage Projects", and appropriating <br /> $351,000 to the Capital Budget of which $36,000 is provided by FEMA and $315,000 by the <br /> County. <br /> On March 11, 2011, an earthquake off the Pacific coast of Tohoku, Japan generated a tsunami <br /> which reached Hawai`i, damaging Ali`i Drive and other facilities in the Kona area. The Federal <br /> Emergency Management Agency (FEMA) is providing funds to be used for the repair of these <br /> damages. Normally, FEMA covers 75% of the cost, with the balance provided by County <br /> matching funds; however, in this case, portions of the project are ineligible to be paid for by <br /> FEMA and are to be covered by the County. <br /> Vice Chair Dominic Yagong resumes chair of the Finance Committee. <br /> A proposed amendment was transmitted via Communication 459.1 from Council Member <br /> Brenda J. Ford, dated November 10, 2011. Those amendments contained in Communication <br /> 459.1 were unanimously approved. Ms. Ford is requesting the following amendment to Section <br /> FC Report No. 159 <br />
