REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: January 31, 2012 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 8:33 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 539/Res. 214-12 <br />Your Committee on Finance, to which was referred Resolution 214-12, reports as follows: <br />Resolution 214-12, transmitted jointly with Bill No. 174, by Finance Director Nancy Crawford via <br />Communication No. 539, dated January 12, 2012, authorizes the Mayor to enter into an agreement <br />with the State of Hawaii Department of the Attorney General, to implement the Integrated Criminal <br />Justice System (CJS) Information Sharing Project. <br />The State of Hawaii Department of the Attorney General is providing federally derived funds of <br />$156,855 to support the Prosecuting Attorney's Office's implementation of the Integrated Criminal <br />Justice System (CJS) Information Sharing Project. The goal of this project is to improve the efficient <br />exchange of information within the criminal justice system. The project will include automated <br />transfer of case information and reports from the Hawaii Police Department Records Management <br />system to the Prosecuting Attorney's office HITS case tracking system and Laserfiche document <br />management systern. The project will also include the creation of an electronic discover process and <br />will address meeting the Judiciary's electronic filing of criminal cases requirement. The Prosecuting <br />Attorney's Office anticipates that these initiatives will streamline workflow and improve efficiency <br />by automating manual entry and redundant processes. <br />Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of <br />the Council to enter into agreements with the Federal or State governments respecting action to be <br />taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other <br />assistance in connection with projects being or to be undertaken pursuant to those powers. <br />First Deputy Prosecuting Attorney Dale Ross appeared before Your Committee. Ms. Ross <br />commented on obtaining this grant which will improve technology of their criminal justice system <br />through automation. This will automate manual processing between the police department and the <br />office of the prosecuting attorney. Furthermore, it will move toward electronic legal discoveries and <br />improving overall efficiencies in the prosecuting attorney's office. <br />FC Report No. 193 <br />
