OSh w,' <br /> •�O <br /> ... <br /> COUNTY OF HAWAII i ; : STATE OF HAWAII <br /> RESOLUTION NO. 39 13 <br /> A RESOLUTION AUTHORIZING THE ACCEPTANCE OF FIVE (5) AUTOMATED <br /> EXTERNAL DEFIBRILLATORS TO THE DEPARTMENT OF PARKS AND <br /> RECREATION. <br /> WHEREAS, the American Heart Association is a nonprofit organization that says its <br /> mission is "building healthier lives, free of cardiovascular diseases and stroke"; and <br /> WHEREAS, the National Heart Lung and Blood Institute of the National Institutes of <br /> Health("NIH") states that each minute of sudden cardiac arrest leads to a ten percent reduction <br /> in the probability of survival; and <br /> WHEREAS, the NIH states that 95 percent of people who have sudden cardiac arrest die <br /> from it, most within minutes; and <br /> WHEREAS, an automated external defibrillator(AED) is a computerized medical <br /> device that can check a person's heart rhythm, recognize a rhythm that requires a shock, and <br /> advise a rescuer when a shock is needed; and <br /> WHEREAS, the immediate treatment of sudden cardiac arrest with an AED can be <br /> lifesaving; and <br /> WHEREAS, the American Heart Association wishes to donate five (5) AEDs, and the <br /> Department of Parks and Recreation recommends acceptance of this donation, which has an <br /> estimated value of$8,000; and <br /> WHEREAS, Article XIII, Section 13-12 of the Hawai`i County Charter states that the <br /> Hawai`i County Council, on behalf of the County of Hawai`i, may accept a donation of personal <br /> property; and <br /> WHEREAS, Chapter 2, Article 30, Section 2-162(a) of the Hawai`i County Code states <br /> that any gifts or donations of money, securities, or personal property which fall within the <br /> capitalization procedures of the Department of Finance may be accepted by resolution that is <br /> approved by the Council; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> hereby authorizes the Department of Parks and Recreation to accept the donation of five (5) <br /> automated external defibrillators for its senior and recreation centers. <br /> BE IT FURTHER RESOLVED that the Fire Department shall provide training in the <br /> use of the AEDs. <br />
