No. 266/Res.No. 109-13 PLACE: Council Chambers Hilo, Hawai`i TIME: 6:10 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Resolution No. 109-13, reports as follows: Resolution No. 109-13, transmitted by Finance Director Nancy Crawford, via Communication No. 266 dated April 25, 2013, authorizes the Mayor to enter into a multi-year Housing Assistance Payment Contract(Agreement) with Mohouli Senior Phase 1, LLP, owner of the Mohouli Heights Neighborhood Project Phase I (Project), selected for the Section 8 Project-Based Voucher Program (PBV Program) as offered through a Public Notice dated December 1, 8, and 15, 2010. The Office of Housing and Community Development(OHCD) has accepted a proposal from Mohouli Senior Phase 1, LLP to attach a Section 8 Housing Assistance Payment Contract to the Mohouli Heights Neighborhood Project, Phase I. This program makes rental housing units available to low-income families that are not within the current housing fair market rents. On May 14, 2013, by unanimous vote, the Finance Committee meeting was recessed to May 29, 2013. There was no public testimony, discussion or action taken on May 14, 2013. Housing Administrator Stephen Arnett, along with Housing Community Development Specialist Sharon Hirota, spoke on behalf of Res. No. 109-13 and explained the proposed Section 8 program. Your Committee on Finance is in accord with the purpose and intent of Resolution No. 109-13, and recommends its adoption.
