No. 1018/Res.No. 512-14 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 1:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 512-14, reports as follows: <br /> Resolution No. 512-14,transmitted by Finance Director Nancy Crawford, via Communication No. 1018 <br /> dated August 28, 2014, authorizes the Department of Public Works to award funds to Peoples Advocacy <br /> for Trails Hawai`i (PATH). <br /> A grant in the amount of$94,329.27 would be used by PATH to implement the County's Safe Routes to <br /> School program. <br /> The Department of Public Works was awarded funds from the State of Hawai`i Department of <br /> Transportation for the Safe Routes to Schools Program (SRTS), which was appropriated via <br /> Ordinance No. 14-95, effective July 10, 2014. <br /> Public Works Civil Engineer Aaron Takaba appeared before the Finance Committee for questions. He <br /> stated that PATH will serve as the SRTS program coordinator. Mr. Takaba informed council members <br /> that PATH will work with the communities and the County to identify barriers and infrastructure <br /> solutions. <br /> Council Member Ford expressed her concern that the State of Hawai`i Department of Education has not <br /> been helpful in moving a SRTS program forward for Kahakai Elementary School. <br /> Pursuant to Chapter 2, Article 25, of the Hawai`i County Code (2005 Edition as amended),the County <br /> may provide grant funds to 501(c)(3) nonprofit organizations providing programs and services <br /> determined to be in the public's interest. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 512-14, and <br /> recommends its adoption. <br /> Sc <br /> AYES NOES ABS EX Respectfully submitted, <br /> EOFF X <br /> FORD x COMMITTEE ON FINANCE <br /> ILAGAN X <br /> KANUHA X _ <br /> KERN X <br /> ONISHI X <br /> POINDEXTER x VALERIE T.
