No. 309 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 2:07 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Communication No. 309, reports as follows: <br /> Communication 309, transmitted by Mayor William P. Kenoi, dated May 7, 2015, requests <br /> review and favorable recommendation of the nomination of Ms. Susan E. Fischer of Council <br /> District 9 to the Hawai`i County Public Access, Open Space, and Natural Resources Preservation <br /> Commission (PONC). <br /> Ms. Fischer is a 52 year resident of Hawai`i and was a member of the North Kohala Community <br /> Development Plan Action Committee and served on that committee's Power, Viewplanes, <br /> Erosion Control Subcommittee. Ms. Fischer is currently a member of the North Kohala Coast <br /> Volunteer Fire Company 14-Alpha and has been serving since 1994. <br /> Ms. Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward and provided <br /> background information on Nominee Fischer, expressed the Mayor's support, and requested <br /> Council's favorable action of this appointment. If confirmed, Ms. Fischer will be eligible for <br /> reappointment to serve a full term that will end on December 31, 2020. <br /> Council Member Wille commented that Ms. Fischer is an incredible asset, having chaired <br /> numerous committees and is extremely knowledgeable regarding the promotion of detention <br /> ponds as opposed to drywells. <br /> Nominee Fischer appeared by videoconference from the Waimea Council Office and commented <br /> regarding the low cost technique of sedimentation/retention basins that are good for desert areas <br /> because these basins hold the fine matter that are saved instead of going into the ocean. <br /> Committee Chair Eoff informed Ms. Fischer that she did not need to appear before the full <br /> Council for confirmation and thanked her for her willingness to serve. <br /> Pursuant to Article 42, §2-215(a), Hawai`i County Code, there is established a Public Access, <br /> Open Space, and Natural Resources Preservation Commission, which shall consist of nine <br /> members, appointed by the Mayor and confirmed by the Council. <br /> FC Report No. 27 <br />
