REPORT OF THE <br />COMMITTEE ON GOVERNMENTAL RELATIONS <br />AND ECONOMIC DEVELOPMENT <br />DATE: June 2, 2015 Re: Comm. No. 292/Res. No. 185-15 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:03 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, HI 96720 <br />Your Committee on Governmental Relations and Economic Development, to which was referred <br />Resolution No. 185-15, reports follows: <br />Resolution No. 185-15, transmitted by Council Member Daniel Paleka Jr., via Communication <br />No. 292, dated April 17, 2015, requesting the Hawaii State Legislature to recognize July 31 as <br />"La Ho `iho `i Ea," which translates to Restoration Day. <br />Mr. Paleka entered a motion to approve Resolution No. 185-15, seconded by Ms. Wille. He <br />provided brief clarification on how this resolution came forth. <br />Mr. Paleka requested an individual representing Kanaka Council Moku O Keawe to come <br />forward to present historical information on the importance of La Ho`iho`i Ea. The individual <br />referenced an article, published in the February 16, 1907 edition of the New York paper, Harpers <br />Weekly. The article focused on Japanese in Hawaii and how the children were so well behaved <br />and taught from a young age to honor and protect the American flag, and how the U.S. <br />government is still doing it today. <br />The individual further elaborated on La Ho`iho`i Ea. He specifically pointed out that the origin <br />of our State motto "Ua mau ke ea o ka `aina i ka pono" is derived from July 31st or La Ho`iho`i <br />Ea. He mentioned this day was celebrated annually by Native Hawaiians up until the illegal <br />overthrow of the Hawaiian Kingdom. <br />Chair Onishi offered Council Members and the public the opportunity for comments and <br />questions. <br />Ms. Wille thanked the public for expressing their sovereignty and working to advance it. <br />Ms. Wille mentioned, although she and many others may not be Hawaiian, she cherishes justice. <br />It is from this perspective that she honors and appreciates their efforts. <br />Ms. Wille elaborated on possible amendments to Resolution No. 185-15, and wanted suggestions <br />from the public on how the Resolution can be stronger in regards to proclaiming specific Native <br />Hawaiian holidays. <br />
