REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: February 16, 2016 Re: Comm. No. 663/Bill No. 139 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 10:00 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance,to which was referred Bill No. 139, reports as follows: <br /> Bill No. 139,transmitted by Deanna S. Sako,via Communication No. 663 dated January 28, 2016, <br /> amends Ordinance No. 15-58, as amended, relating to public improvements and financing thereof for the <br /> fiscal year July 1, 2015 to June 30, 2016. <br /> This measure adds the Environmental Management Kealakehe Scrap Metal Yard Remediation—State <br /> Revolving Funds (SRF)project for$6 million to the Capital Budget. Funds for this project shall be <br /> provided from SRF ($6 million). Funds would be used to excavate lead impacted soil and transport it to <br /> the West Hawai`i Sanitary Landfill for final disposal. This request allows the County to take advantage <br /> of the lower interest rates provided by the SRF Loan Program. <br /> Solid Waste Division Chief Greg Goodale came forward for questions and comments. Mr. Goodale <br /> explained that this scrap metal facility closed in 2013,which site was used for many years to process <br /> vehicles and scrap metal. He further explained that lead got into the soil due to a fire many years ago, <br /> and to remediate SRF funding was secured at a 1% interest rate to allow the County to pay for it through <br /> the State funding.
