REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: March 1, 2016 Re: Comm. No. 693/Res. No. 408-16 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 408-16, reports as follows: <br /> Resolution No. 408-16, transmitted by Council Member Valerie T. Poindexter, via Comm. No. 693 <br /> dated February 10, 2016, urges the State Department of Education and the Department of Parks and <br /> Recreation to provide matching funds for the planning, design, and construction of the Honoka`a Track <br /> and Field and Stadium. <br /> This agreement provides for a collaborate effort between the community, the Department of Parks <br /> and Recreation, and the State of Hawai`i Department of Education to upgrade Honoka`a Park's <br /> existing track and field and construct a new stadium facility. <br /> Ms. Poindexter stated that this park was built in the 80's when the executive order was given for the <br /> property. The last track meet held was over 20 years ago, and it was also used for soccer. <br /> Ms. Poindexter was initially approached by the Kupuna regarding the park's condition because they <br /> exercise there in the early mornings and at night under its lighting, and the park is worn, has puddles, <br /> and the Kupuna find it hard to get around the park safely. <br /> Ms. Poindexter then stated that Representative Mark Nakashima recently placed this project in for <br /> funding at the State level and that this upgrade will provide the Honoka`a community with a venue <br /> for healthy lifestyles. <br /> Several Council Members commented with their support of this project and praised Ms. Poindexter <br /> for the manner in which it was brought forward in seeking partnership with the State. <br /> The vote was taken on the motion to approve and passed with nine ayes. <br /> Pursuant to Section 46-7, Hawai`i Revised Statutes, County departments must obtain the consent of <br /> the Council to enter into agreements with the Federal or State governments or any other public body <br /> or bodies respecting action to be taken pursuant to any powers granted by law to furnish, expend, <br /> and receive any funds or other assistance in connection with projects being or to be undertaken <br /> pursuant to those powers. <br /> FC Report No.: 55 <br />
