REPORT OF THE <br /> COMMITTEE ON PUBLIC SAFETY <br /> AND MASS TRANSIT <br /> DATE: August 2, 2016 Re: Comm. No. 948 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:06 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Safety and Mass Transit, to which was referred Comm. No. 948, reports as <br /> follows: <br /> Communication No. 948, transmitted by Mayor William P. Kenoi, dated July 14, 2016, requests review <br /> and favorable recommendation of the nomination of Mr. Paul Paiva of Council District 2 to the County <br /> of Hawai`i Police Commission. <br /> After the close of public testimony, Deputy County Clerk, Jon Henricks, read Comm. No. 948 into the <br /> record, preceding a motion made by Mr. Onishi and seconded by Ms. Eoff to approve the nomination. <br /> Executive Assistant to Mayor Kenoi, Ms. Charmaine Shigemura, introduced and provided background <br /> information on Nominee Paiva, expressed the Mayor's support, and requested Council's favorable <br /> action of this appointment. <br /> Mr. Paiva is a lifelong resident of Hawai`i. He is presently employed with the University of Hawai`i <br /> at Hilo as a Chief Ranger. From 2006 to 2010, Keck Observatory employed him as a Night Attendant <br /> Supervisor. The Hawai`i Fire Department from 1981 —2006, employed Mr. Paiva where he retired as <br /> a Battalion Chief after 25 years of service. He is also a Retired Commander of 29 years with the <br /> U.S. Coast Guard Service. He states that he is not affiliated with any political party. If confirmed, <br /> Mr. Paiva will serve a vacant term to end on <br /> December 31, 2019. <br /> Mr. Paiva appeared in front of Your Committee at the Hilo Council Chambers, with an opening <br /> statement expressing gratitude for his nomination and the fact that being accepted to the Police <br /> Commission will make his family proud. He maintains a high level of respect towards law enforcement <br /> and strives to continue to support them. During discussion, Your Committee echoed the same <br /> expectations mentioned to Nominee DeLuz. <br /> Your Committee agreed that Mr. Paiva is not required to appear at final confirmation before the full <br /> Council, but was extended the invitation to attend if so desired. <br /> PSMTC Report No.; 18 <br />
