COUNTY OF HAWAII 44j4 STATE OF HAWAII <br /> RESOLUTION NO. 683 16 <br /> A RESOLUTION URGING THE COUNTY TO ESTABLISH EDUCATIONAL <br /> PROGRAMS TO REDUCE LAND-BASED CONTRIBUTIONS TO MARINE DEBRIS, <br /> AS RECOMMENDED BY THE HAWAII ISLAND PACKAGING SUSTAINABILITY <br /> INITIATIVE STAKEHOLDERS TASK FORCE. <br /> WHEREAS, the Hawai`i Island Packaging Sustainability Initiative Stakeholders Task <br /> Force (HIPSIS) is comprised of participants from divergent backgrounds and interests as <br /> designated by Resolution No. 565-16, Draft 3; and <br /> WHEREAS, the HIPSIS task force completed the third of its three scheduled meetings <br /> on October 6, 2016; and <br /> WHEREAS, the HIPSIS Task Force agrees that marine debris is harmful to marine life <br /> due to entanglement and ingestion and habitat destruction such as physical interference by <br /> obstruction of sunlight and smothering of marine life; and <br /> WHEREAS, the HIPSIS Task Force believes many residents and visitors are not aware <br /> of the serious degree of harm to marine birds and fish caused by marine debris; and <br /> WHEREAS,the HIPSIS Task Force also agrees that marine debris along the shoreline <br /> and on the near shore reef detracts from the beauty of Hawai`i Island, which is detrimental to <br /> tourism, an important source of economic wellbeing; and <br /> WHEREAS, the HIPSIS Task Force agrees that the County and its residents can do more <br /> to prevent land-based refuse from becoming marine debris; and <br /> WHEREAS, education programs aimed at the quantifiable reduction of marine debris in <br /> terms of source reduction of potential litter and at minimizing litter that may find its way to the <br /> ocean is a critical step to reduce marine debris; now, therefore, <br />
