SSV OF M '� '�, <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> k.;.•...r. f•Nr•�r . <br /> RESOLUTION NO. 709 16 <br /> A RESOLUTION REQUESTING THE DEPARTMENTS OF ENVIRONMENTAL <br /> MANAGEMENT AND RESEARCH AND DEVELOPMENT TO INITIATE A <br /> FEASIBILITY IMPACT STUDY RELATING TO EXTENDED PRODUCER <br /> RESPONSIBILITY AND INCENTIVES. <br /> WHEREAS, Section 3.2.2 of the County of Hawai`i Integrated Resources and Solid <br /> Waste Management Plan (IRS WMP) states, in part, "Critical to this principle, is the concept of <br /> extended producer responsibility (EPR), a policy tool in which manufacturers are held legally <br /> and financially responsible for the waste and environmental impact associated with their product <br /> and packaging, rather than passing that responsibility on to the consumer. Under EPR, <br /> manufacturers are mandated to ' take back' their end -of-life products and create closed looped <br /> systems. As a result, EPR enforces design, production and packaging strategies that take into <br /> account the quantity and type of materials required for production, product lifespan, and the <br /> ability with which products can be disassembled and recycled."; and <br /> WHEREAS, it would be beneficial in our path to zero waste, established via Resolution <br /> 356-07, Draft 2, to conduct a feasibility study of the impacts that would occur should the County <br /> Council adopt the concept of EPR, which may be established through an ordinance; and <br /> WHEREAS, as a marketing and buy-in effort, this study shall also identify incentives <br /> that will initiate,promote, and advocate EPR; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> hereby requests the Departments of Environmental Management and Research and Development <br /> to work collaboratively to initiate a feasibility impact study relating to extended producer <br /> responsibility and incentives. <br /> BE IT FURTHER RESOLVED that the Department of Environmental Management <br /> shall prepare, draft, and execute the Request For Proposal (RFP), as deemed necessary to <br /> conduct the feasibility study, while the Department of Research and Development shall maintain <br /> the function and contract of said RFP. <br /> BE IT FURTHER RESOLVED that adequate staff and funding shall be provided for <br /> the Departments of Environmental Management and Research and Development to accomplish <br /> the above-mentioned tasks. <br /> BE IT FURTHER RESOLVED that the study shall be completed and submitted for <br /> Council review no later than July 1, 2018, prior to the opening of the County of Hawai`i <br /> composting facilities under the Organics Diversion Program. <br />
