No. 1085/Res. 667-16 PLACE: Council Chambers Kailua-Kona, Hawai`i TIME: 1:40p.m. Council Chair and Members Hawai`i County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 667-16, reports as follows: Resolution 667-16, transmitted by Finance Director Deanna S. Sako, via Communication No. 1085 dated September 30, 2016, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for a multi-year agreement for direct internet access at the West Hawai`i Civic Center. This resolution authorizes the Mayor to enter into a multi-year agreement to increase the internet bandwidth speed from 25 megabytes to between 50 and 100 megabytes. Chair Eoff stated that the Office of Information Technology provided information that the current contract expires in February 2017, and that this new contract will provide higher speeds and connectivity to remote locations, such as at fire stations and base yards on the west side of the island. Finance Director Deanna Sako commented that the internet speed in East Hawaii is faster, and stated further that they are trying to increase the speed up to 100 megabytes in West Hawaii. Pursuant to Section 10-11 of the Hawai`i County Charter, any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made or approved by resolution.
