REPORT OF THE COMMITTEE ON PUBLIC WORKS AND PARKS AND RECREATION DATE: November 14, 2017 Re: Comm. No. 588/Res. No. 397-17 PLACE: Council Chambers Kailua-Kona, Hawai`i TIME: 9:21 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Public Works and Parks and Recreation, to which was referred Res. No. 397-17, reports as follows: Resolution No. 397-17,transmitted by Council Members Susan Lee Loy and Dru Mamo Kanuha, via Communication 588 dated October 19, 2017, accepts the donation of two "mobile multi" counting devices to the Department of Public Works. These devices are manufactured by Eco-Counter and valued at $8,000 each. The units are self-contained, battery-powered, and pole mounted devices that count pedestrians and bicyclists, and differentiates between the two, for statistical analyses of path and trail use patterns. There was a general discussion about training and the use of these devices. The Council Members were in favor of utilizing these devices. Article XIII, Section 13-12, of the Hawai`i County Charter provides that the Council, on behalf of the County, may accept gifts of donations of money, securities or other personal property or of real estate or any interest in real estate, and Chapter 2, Article 30, Section 2-162(a) of the Hawai`i County Code 1983 (2016 Edition, as amended), states that any gifts or donations of money, securities, or personal property which fall within the capitalization procedures of the Department of Finance, may be accepted by resolution approved by the Council.
