REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: October 2, 2018 Re: Comm. No. 1076/Bill No. 191 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:30 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 191, reports as follows: <br /> Bill No. 191, transmitted by Finance Director Deanna S. Sako, via Communication No. 1076 dated <br /> September 14, 2018, amends Ordinance 18-68, as amended, the Operating Budget for the County of <br /> Hawai`i for the fiscal year ending June 30, 2019. <br /> This bill increases revenues in the Federal Grants — State Homeland Security Program Fiscal <br /> Year 2018 account ($120,000); and appropriates the same to the State Homeland Security <br /> Program Fiscal Year 2018 account, for a total appropriation of$720,000. Funds would be used <br /> for retrofitting hurricane shelters and key County facilities, providing upgrades to the emergency <br /> operations center, to continue coordination and collaboration with the island's community, and to <br /> provide Community Emergency Response Team training. <br /> Council Member Herbert "Tim" Richards, III asked whether this funding of$120,000 is a result <br /> of all of the activities that happened this year or is it something that normally comes through. <br /> Deanna S. Sako, Director of Finance, clarified that they may have applied for it but believes the <br /> funds occurred prior to the emergency activity happening. Ms. Sako stated there is an annual <br /> grant from Homeland Security, which goes to a lot of these areas, including Community <br /> Emergency Response Team (CERT) training. In addition, the County also gifted additional <br /> dollars, which was very timely, but believes the process was started prior to the emergency. <br /> Council Member Susan L.K. Lee Loy asked if these breakdowns have been identified, as to <br /> which location funds would be distributed. She requested that a breakdown of the distribution of <br /> these funds be submitted to the Council. Ms. Sako stated she will follow through with Civil <br /> Defense regarding the details. <br /> Council Member Eileen O'Hara inquired what portion of the funds would be for CERT training, <br /> and Ms. Sako responded that the County receives $6,000-$7,000 annually, and also indicated <br /> that part of the monies in this bill would be going to CERT. <br /> FC Report No. 148 <br />
