Pursuant to the State's issuance of an Emergency <br /> Proclamation dated May 3, 2018 and four Supplemental Proclamations dated May 9, 2018, June 5, <br /> August 3, and October 2, 2018, an additional $10,000,000 was authorized to be transferred to the <br /> County of Hawai`i. These funds are to be used to provide immediate relief necessary to protect the <br /> health, safety and welfare of area residents, and for relocation planning for residents and <br /> agricultural enterprises adversely impacted by the volcanic eruption. <br /> Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill <br /> for an ordinance amending the Operating Budget by appropriating this $10,000,000 grant. We are <br /> requesting that a breach be granted in order to submit this resolution and bill after the October 30, <br /> 2018 submission deadline and that they be waived from the Finance Committee to be placed on the <br /> November 20, 2018 Council agenda in order to ensure that these monies are available to be spent <br /> as quickly as possible.
