No. 77 <br /> PLACE: Hilo, Hawai`i <br /> TIME: 10:15 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Communication No. 77, reports as follows: <br /> Communication No. 77, transmitted by Mayor Harry Kim, dated January 16, 2019, nominates <br /> Lawrence L. Heintz to the Hawai`i County Board of Ethics. <br /> Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Lawrence Heintz. Mr. Heintz <br /> is an Emeritus Professor of Philosophy and was part of the University of Hilo faculty for 30 <br /> years. He also serves as a Consulting Medical Ethicist of Hawaii Medical Center. He obtained <br /> his Doctor of Philosophy degree from the University of California, Santa Barbara. If confirmed, <br /> he will serve to fill a term expiring December 31, 2023. <br /> Nominee Heintz was present and expressed that it would be an honor to serve on the Board of <br /> Ethics. Several Council Members commented in favor of his nomination. <br /> Chair David stated that Mr. Heintz did not need to appear at the next Council meeting for <br /> confirmation of his appointment. <br /> Pursuant to Article XIV, Section 14-5, Hawai`i County Charter, there is established a Board of <br /> Ethics, which shall consist of five members, appointed by the Mayor and confirmed by the <br /> Council. <br /> Your Committee on Finance is in accord with the purpose and intent of Communication No. 77, <br /> and recommends confirmation of the appointment of Lawrence L.
