REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: January 7, 2020 Re: Comm. No. 686/Res. No. 459-20 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 11:10 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 459-20,reports as follows: <br /> Resolution No. 459-20, transmitted by Finance Director Deanna S. Sako, via Communication No. 686 <br /> dated December 20, 2019, authorizes the Mayor to enter into a multi-year Housing Assistance Payment <br /> Contract with the property owners or property managers of selected projects for the Section 8 Project- <br /> Based Voucher Program as offered through a Public Notice dated February 18 and 19, 2019. <br /> This resolution authorizes the Mayor to enter into a multi-year agreement for proposed voucher projects: <br /> Kaiaulu O Kapi`olani, Kaloko Heights, Pdpa`aloa Elderly Housing, and West Kdwili Street Senior <br /> Project. <br /> Council Member Herbert"Tim"Richards, III, said he understands that there is a maximum of vouchers <br /> that the County is allowed to have and wondered if that is being bumped up. Mr. Hosaka responded <br /> there are a little over 2,000 vouchers and have tried in the past to get more but was unable to. The <br /> County has the money, but since it's a federal program,the department is unable to get any more at this <br /> time. Mr. Richards asked if there is anything that the Council could do to assist in obtaining more, and <br /> Mr. Hosaka explained that in the past he received vouchers from Kauai, however no other County is <br /> willing to give up any of its vouchers at this time. <br /> Council Member Matt Kaneali`i-Kleinfelder inquired as to the value of the vouchers. Mr. Hosaka <br /> responded it is in the average range of$700-$800 per voucher but can vary being that it's a federally <br /> funded program. <br /> Committee Chair Maile David asked if there was a chance that the County could lose any Section 8 <br /> voucher funding. Mr. Hosaka responded that the County has to use all of the vouchers allocated or risk <br /> having to return any unissued vouchers to the Federal Government.
