BPunaluuBSB SMA 02 2024 <br /> COUNTY OF HAWAI`I PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> BLACK SAND BEACH LLC <br /> SPECIAL MANAGEMENT AREA USE PERMIT APPLICATION <br /> (PL-SMA-2023-000046) <br /> BLACK SAND BEACH LLC has submitted an application for a Special Management Area Permit <br /> to allow for the development of a residential and commercial community consisting of <br /> approximately 225 residential and short stay units, village and wellness center, retail uses, <br /> rehabilitation and use of golf courses,and dedication of aportion of coastline as a conservation area <br /> on an approximately 147-acre portion of a larger 434-acre project site within the Special <br /> Management Area. The subject properties are located within the extent of the former Sea Mountain <br /> at Punalu'u resort area, east (makai) of Hawaii Belt Road in the vicinity of Ninole Loop Road, <br /> Ninole, Wailau, Punalu'u, Ka`u, Hawaii, TMKs: (3) 9-5-019:011, 015, 024, 026, 030, 031, 033, <br /> 035; 9-6-001:001-003, 006, 011-013; 9-6-002:008, 037, 038, 041, and 053. <br /> APPLICANT'S REQUEST <br /> 1. Applicant's Request:While the approximately 434-acre project site straddles both sides of <br /> Mamalahoa Highway, only the portion located makai of the highway, consisting of <br /> approximately 325 acres, is situated within the Special Management Area, with the project <br /> sites total 147 acres. The project site was once known and operated as Sea Mountain at <br /> Punalu'u and is host to a now-closed 18-hole golf course and its clubhouse facilities,atennis <br /> center, the former Punalu'u Restaurant and its related support facilities and infrastructure. <br /> Within the project site, but not part of this application, is the existing 76-unit Colony I <br /> condominium complex and a number of Kuleana parcels that are situated makai of the <br /> Ninole Loop Road adjacent to the Punalu'u Black Sand Beach and County Beach Park <br /> Complex which is maintained by the County. The project, named Punalu'u Village, is <br /> proposed as a residential and commercial development consisting of approximately 225 <br /> residential and short-stay units, a village and wellness center, rehabilitation of the existing <br /> -I- <br />
