BOnaka-Holman SPP.AK.4.2.2024 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> HAILEY ONAKA-HOLMAN <br /> SPECIAL PERMIT APPLICATION (PL-SPP-2024-000067) <br /> HAILEY ONAKA-HOLMAN has submitted an application for a Special Permit to establish a <br /> four (4) bedroom bed and breakfast establishment within an existing single-family dwelling on a <br /> 0.25-acre portion of an approximately 9.75-acre parcel of land in the State Land Use Agricultural <br /> District. The subject property is located at 76-3847 Duarte Road, approximately 3,154 feet east <br /> of its intersection with Mamalahoa Highway, Holualoa 1st & 2nd Partition Lots Mauka, <br /> Holualoa, Hawaii, TMK: (3) 7-6-002:010. <br /> APPLICANT'S REQUEST <br /> 1. Request: The applicant, who resides on the property, is requesting a Special Permit to <br /> allow a four (4)-bedroom bed and breakfast operation in an existing two-story, 3,984- <br /> square foot, four (4)-bedroom single-family dwelling. The applicant proposes to secure a <br /> building permit to convert an existing den into a fifth bedroom, to be occupied by the <br /> applicant. The bed and breakfast will operate within the existing footprint of the single- <br /> family dwelling, with the intention to provide accommodation for a maximum of eight <br /> (8) adults. <br /> 2. Objectives: The applicant and other family members previously operated the dwelling as <br /> a hosted vacation rental to supplement income on a more sustainable basis but would like <br /> to have greater interaction with their guests and serve breakfast as a bed and breakfast. <br /> The applicant's objective is to generate additional interest in cattle ranching and the <br /> overall agricultural industry by occupants of the bed and breakfast. <br /> 3. Employees: The applicant intends to be the primary host and at times, her parents will <br /> work as the operators of the bed and breakfast. <br /> 4. Parking: Off-street parking is available for the guests of the bed and breakfast operation <br /> and for the residence. The applicant intends to provide a minimum of six (6) unpaved <br /> parking stalls to accommodate the proposed bed and breakfast operation. <br />
