Saquing <br />Donna Mae Springer <br />From: Douglass Shipman Adams, Chair <br />Hawai`i County Charter Commission <br />RE: Discussion on Protocol for Public Hearings <br />This memorandum is to inform the Commissioners and public on protocol for the six <br />public hearings currently scheduled to be convened between March 25 and April 4, 2019. <br />Protocols for Public Hearings: <br />1) Public Hearings will start promptly at 6pm. <br />2) Members of the public wishing to present oral testimony at a public hearing shall <br />register with the secretary prior to the conclusion of the testimony period at the <br />public hearing. The conclusion of the testimony period will be determined by the <br />Chair. <br />3) Written testimony relevant to proposed charter amendments or any Charter section <br />shall be received for the record. Written proposals regarding any amendment or <br />additions to the Charter may be submitted at the time of the hearing or thereafter. <br />4) The Chair shall call the name of the member of the public wishing to speak. <br />Members of the public shall begin their testimony with their name, any organization <br />they may be speaking for, and the relevant proposed Charter amendment or Charter <br />section they are speaking to. Members of the public shall make their statements to <br />the Commission in general, and not to any specific commissioner. <br />5) Individual members of the public shall be allotted a maximum of 5 minutes for their <br />testimony, unless the Chair institutes and declares a shorter period prior to the start <br />of the statements at the meeting's initiation. <br />6) The purpose of the public hearings is to enable the Commission to receive feedback <br />from the public on proposed charter amendments or other Charter -related subjects. <br />Therefore, Commissioners shall refrain from making comments or asking questions <br />of testifiers during their statements. <br />Comm.
