No. 2019-05 North Kohala Community Access Group January 9, 2019 (Old State Judiciary Building 4:30pm) Participants: Toni Withington, Carter Collins, Bob Rechtman, Teri Takata, David Swatland, Greg Moores, Beth Robinson, Ron Terry, Ted Matsuda. ❖ Pololu Lookout o Surety & State DLNR are working the re-consolidation/re-subdivision (moving boundaries) plan so the state would have the trail, land for a parking lot and restrooms, & Pololu Valley floor. • Surety's 148 -acre parcel to divide is mauka of the main road. • The Access Group and the CDP action committee can comment to the planning department on the permit. ■ Testifiers can get on the list of county planning department/Pololu. o DLNR has requested $500,000 budget from the state legislature for a feasibility study on trial stability and parking lot area. • Kohala groups will be encouraged to support the budget item. •'• Akoakoa Point ♦ o NSTR. ❖ Niulii o NSTR-Remove from agenda. ❖ Hapu'u — Kapanaia o The County of Hawaii will go into negotiations with the landowner at Kapanaia because the State Legacy Land Commission approved the County's request for matching funds. • $2.9 million was the appraised value ■ State Legacy Land Commission & the County of Hawaii will share 1/2 the costs. o Future planning for this area should begin. • The trail needs cleaning and this area needs to be fenced so animals can keep the grass down. •'• Halelua ♦ o East side of the trail needs clearing & can be a community project. •'• Pahoa Beach ♦ o The new landowner is willing to work with the community and county to make the trail right. ❖ Upolu Airport East o Kuleana Spirits, a rum producing company is applying for a SMA for a tasting facility. • The parcel is mauka of the lateral coastal road. ❖ Upolu Airport Restoration o Kohala Lihikai is working with a KHS Seniors for their senior project. • The design phase is underway and the work project will start this spring and consist of erosion control and installation of new sign post. •'• Honoipu ♦ o The new owners are renovating the buildings. • The public access plan needs to be done. ■ The old government road going into the property may be a public access. ■ We should contact the planning department on the status of the public access plan and work with Ala Kahakai to delineate the road. •'• Pali Akamoa ♦ o There are 2 parcels that was supposed to be transferred to the state for the coastal trail, but only 1 has been transferred and the other is still pending, the trail in front of the Puakea Owners' Association park.
