<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br />MINUTES <br />MARCH 3, 2011 <br />The Windward Planning Commission met in regular session at 9:02 a.m. in the County of <br />Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman <br />Zendo Kern presiding. <br />COMMISSIONERS PRESENT: Zendo Kern, Dean Au, Takashi Domingo, Wallace Ishibashi, <br />and Stephen Ono <br />STAFF PRESENT: Julie Mecklenburg (Deputy Corporation Counsel), BJ Leithead Todd <br />(Planning Director), Phyllis Fujimoto (Staff Planner), Maija Cotand Jeff <br />Darrow (Staff Planner). <br />ABSENT AND EXCUSED: Rell Woodward <br />The Chair introduced the staff and Windward Planning Commissioners to the public and <br />described the procedures to be followed for today’s meeting. <br />The Commission took the following item up at 9:04 a.m. with no one from the public in <br />attendance: <br />APPLICANT: WILLIAM ELSTON AND DAWN TILMAN (SPP 10-112) <br />Application for a Special Permit to allow the establishment of a five-bedroom bed and breakfast <br />operation within an existing dwelling situated on 4 acres of land within the State Land Use <br />th <br />Agricultural District. The property is located on the west (mauka) side of 36 Avenue, between <br />Ilima Street and Aulii Street, approximately 1,000 feet north of the intersection of Ilima Street <br />th <br />and 36 Avenue, Orchidland Estates Subdivision, Kea‘au, Puna, Hawai‘i, TMK: 1-6-008:306 <br />and 307. <br />(SEE EXHIBIT A) <br />MINUTES - The Board took up the following minutes at this time, 9:55 a.m. <br />February 3, 2011 – It was moved by Commissioner Au and seconded by Commissioner <br />Domingo that the minutes be approved as circulated. Motion was unanimously carried by a <br />voice vote. <br />ADMINISTRATIVE MATTERS – Mr. Arai said Hearings Officer Robert Crudele for the Hu <br />Honua contested case has closed the hearing;and once hesubmits his recommendation, the <br />Commission would have 45 days in which to conduct a hearing on the matter and 90 days in <br />th <br />which to make a decision. Mr. Arai said possible dates to conduct the meeting were April 7, <br />thth <br />May 4 and May 5.Because of the unusual long delay in the submittal of the report, the Chair <br />suggested issuing a letter to the Hearings Officer requesting the report be submitted within two <br /> <br />
