<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br />MINUTES <br />DECEMBER 14, 2010 <br />The Windward Planning Commission met in regular session at 9:03 a.m. in the County of <br />Hawai‘i Councilroom, County Building, 25 Aupuni Street, Hilo, Hawai‘i with Chairman Rell <br />Woodward presiding. <br />COMMISSIONERS PRESENT: Rell Woodward, Dean Au, Wallace Ishibashi, and Zendo <br />Kern. <br />STAFF PRESENT: Brandon Gonzalez (Deputy Corporation Counsel), Daryn Arai (Planning <br />Program Manager) and Jeff Darrow (Staff Planner). <br />ABSENT AND EXCUSED: Takashi Domingo and Stephen Ono <br />The Chair introduced the staff and Windward Planning Commissioners to the public and <br />described the procedures to be followed for today’s meeting. <br />The Commission took the following item up at 9:05 a.m. with 3 people from the public in <br />attendance: <br />APPLICANT: TANOUYE FAMILY PARTNERS (REZ-10-133) <br />Application for a Change of Zone from Single Family Residential-10,000 square feet (RS-10) to <br />Industrial-Commercial Mixed-20,000 square feet (MCX-20) zone district for approximately <br />25,000 square feet of land. The property is located on the southwestern corner of East Lanikaula <br />TMK: 2-2-50:40. <br />Mr. Darrow oriented the Commission and public of the subject and surrounding properties on the <br />location map and site plan, summarized the request, and noted the Planning Director <br />recommended a favorable recommendation be sent to the County Council with conditions. <br />The applicant’s representatives, Kenneth and Stephan Tanouye, and Neil Fujiyama, were in <br />attendance. <br />In response to Commissioner Ishibashi’s inquiry, Mr. Darrow noted the vacant lot to the south <br />was previously granted a change of zone to MCX uses and is not owned by the Tanouye family. <br />Mr. Stephan Tanouye stated the conditions proposed by the Director were acceptable. <br />There was no one from the public wishing to testify on the application. <br /> <br />
