<br />KONA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE <br />COUNTY OF HAWAI‘I <br />MINUTES <br />MEETING DATE: June 24, 2009 <br />TIME: 2:05 p.m. <br />PLACE: Council Conference Room <br />75-5706 Hanama Place, Suite 109 <br />Kailua-Kona, Hawaii 96740 <br />ROLL CALL <br />1.Members Present: Michael Matsukawa, Maralyn Herkes, Bo Kahui, Kenneth Melrose, <br />Robert Ward, Gretchen Lawson and Fritz Harris-Glade <br />2.Absent and Excused: Janice Palma-Glennie <br />3.County of Hawaii: Bobby Command (from 2:55 pm) <br />4.Planning Department: Susan Gagorik, Bennett Mark and Deanne Bugado <br />5.Public: Kylie Alexandra and Angie Gee <br />Chair Ken Melrose welcomed those in attendance and noted that there were no minutes to review <br />and approve during this meeting but would be there next meeting. <br />STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS <br />None. <br />NEW BUSINESS <br />1.The Action Committee reviewed the proposed Operating Guidelines of the Kona <br />Community Development Plan Action Committee and suggestions were made to make <br />minor revisions to the proposed guidelines. <br />Action <br />It was moved by Bo Kahui, and seconded by Marni Herkes, to approve the Operating <br />Guidelines as revised during discussion. <br />A roll call vote was taken and motion carried with seven ayes (Kahui, Herkes, Harris- <br />Glade, Matsukawa, Ward, Lawson and Melrose) and one absent and excused (Palma- <br />Glennie). <br />2.Susan Gagorik, Planner and Kylie Alexandra, (Community Planning Assistant) from Hilo <br />conducted a brief presentation regarding the experiences and lessons learned during the <br />initial implementation of the “Downtown Hilo, 2025” <br />The EnVision Downtown Hilo Plan adopted in 2005 and working the last 2 years on <br />implementation. Susan and Kylie described the history, challenges and education that <br />have been occurring with the implementation of the plan in the community. One big <br />difference with the development of this plan is that the steering committee and further the <br />Visionkeepers (action committee) were organized outside of government and the plan <br />was adopted by resolution rather than by ordinance. <br /> <br />
