<br />KAILUA VILLAGE DESIGN COMMISSION <br />COUNTY OF HAWAI‘I <br />MINUTES <br />Meeting Date: October 10, 2023 <br />Time: 12:37 p.m. <br />Location: Live-stream online meeting, with the Planning Department Conference Room, <br />nd <br />West Hawai‘i Civic Center, Building E, 2 Floor, 74-5044 Ane Keohokālole <br />Highway, Kailua-Kona, Hawai‘i, as the in-person meeting site <br />CALL TO ORDER <br />Commissioners present via Zoom: Shaun Roth, Palani Greenwell, Coleman Ka‘ōpua, Tsing <br />Young and Bronsten Kossow <br />Absent and excused: Alayna Kilkuskie and Rebekah Lussiaa <br />Office of the Corporation Counsel: Suzanna Tiapula, Esq. (Counsel to the Commission) <br />Planning Department: Deanne Bugado (Planner), Rosalind Newlon (Planner) and <br />Marie Hong (Planner) <br />Applicants/Representatives: Matthew Mather, Jim Hayes and Michael DiPiero <br />Public members: Krystel E.G. Corrales and Sei Smith <br />A quorum was present. Chairman Roth called the meeting to order at 1:09 p.m. <br />Chairman Roth introduced the Commissioners. He explained the Commission’s duties and meeting <br />procedure and reminded the Commissioners to keep their cameras on. Commissioner Greenwell <br />disclosed that his draftsperson Winter Anderson was nearby \[but not participating in the meeting\]. <br />APPROVAL OF MINUTES <br />Minutes of the Meeting of September 12, 2023 were circulated to the Commission prior to the <br />meeting and Chairman Roth asked if there were any corrections to the minutes. No corrections were <br />offered, and the minutes were approved as circulated. <br />STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS <br />Chairman Roth confirmed with staff that there were no statements from the public. <br />NEW BUSINESS <br />1. PL-KVD-2023-000045: The applicant, James Hayes, of Planning Solutions, Inc., is requesting <br />design review of a request to extend its lattice tower on the subject site. The lattice tower <br />supports important communication equipment that enables Hawaiian Electric to efficiently <br />operate the island-wide electrical grid. The existing tower is 80-feet tall with a proposal to <br />extend the tower to 100-feet tall. No changes proposed to the associated equipment buildings <br />at the base of the tower. <br />Applicant: James Hayes, of Planning Solutions, Inc. <br />Landowner: Hawaii Electric Light Company, Inc. <br />TMK: (3) 7-4-010:022 <br />Location: 74-5519 Kaiwi Street, Kailua-Kona, HI 96740 <br />Ms. Newlon gave a PowerPoint presentation on the proposed project, specifically locating the <br />existing communication tower on-site and provided some historical information for the site <br />development. <br />1 <br /> <br />
