B Walua Ptn LLC SMA 11/23/23 <br /> COUNTY OF HAWAI`I PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> PHIL TINGUELY, MANAGING MEMBER OF WALUA PARTNERS, LLC <br /> SPECIAL MANAGEMENT AREA USE PERMIT APPLICATION <br /> (PL-SMA-2023-000036) <br /> PHIL TINGUELY, MANAGING MEMBER OF WALUA PARTNERS, LLC has submitted <br /> the following application for a Special Management Area Use Permit to develop eighteen (18) <br /> multiple-family residential units in two(2)two-story townhouse buildings, and three(3) one-story <br /> duplex buildings, and includes three(3)private pools, an office building, and related development <br /> on a 3.0-acre parcel situated in the Special Management Area. The subject parcel is located at 75- <br /> 5885 Walua Road, approximately 600 feet southeast of its intersection with Ali`i Drive, Portion <br /> of Pua`a 3rd—Wai`aha 2nd, North Kona, Hawaii, TMK: (3) 7-5-018:095. <br /> APPLICANTS' REQUEST <br /> 1. Proposed Development: The applicant has submitted an application to develop (18) <br /> residential units consisting of(2) two-story residential townhouse buildings and (3) one- <br /> story residential duplex buildings with(3)private pools. The owners are also proposing(1) <br /> a one-story office building and (1) one-story rec room with an amenity pool and spa. The <br /> development will include the required off-street parking stalls and will follow the <br /> applicable requirements of the Zoning Code and ADA requirements. Also proposed in the <br /> development plan will be varied landscaping per Zoning Code requirements and in <br /> compliance with the Kailua Village Design Plan. The color scheme for the proposed <br /> structures will be grey and earth tone colors to blend in with the character of the immediate <br /> surrounding area. <br /> 2. Reasons for the Request: The applicant is pursuing this project to develop the parcel with <br /> residential structures to support the community of Kailua-Kona. <br /> 3. Timeframe and Cost: The estimated cost of the proposed project is $15,000,000, <br /> however, it may vary depending on material, labor, and other related costs. The applicant <br /> hopes to begin construction upon issuance of all required permits and the project is <br /> anticipated to take approximately 18 months to complete. <br />
