<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />MINUTES <br />NOVEMBER 3, 2011 <br /> <br /> <br />The Windward Planning Commission met in regular session at 9:00 a.m. in the County of <br />Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman <br />Zendo Kern presiding. <br /> <br />COMMISSIONERS PRESENT: Zendo Kern, Dean Au, Stephen Ono, and Raylene Moses <br /> <br />STAFF PRESENT: Renee Schoen (Deputy Corporation Counsel), B. J. Leithead Todd <br />(Planning Director), Daryn Arai (Planning Program Manager), Phyllis Fujimoto (Staff Planner), <br />Maija Cottle (Staff Planner) and Jeff Darrow (Staff Planner). <br /> <br />ABSENT & EXCUSED: Takashi Domingo and Wallace Ishibashi <br /> <br />The Chair introduced the staff and Windward Planning Commissioners to members of the public <br />and described the procedures to be followed for today’s meeting. <br /> <br />APPLICANT:FREE CHURCH OF TONGA (AMEND SPP 650) <br /> <br />Amendment to Special Permit No. 650, which allowed the establishment of a church on 1 acre of <br />land identified as TMK 1-5-043:062. The applicant is requesting to amend the permit in order to <br />expand the church and related uses onto three adjacent lots identified as TMK 1-5-043:061, 063 <br />and 064, for a total of 4 acres. The property is located immediately north of Kaloli Drive and <br />th <br />west (mauka) of 17 Avenue in the Hawaiian Paradise Park Subdivision, Kea‘au, Puna, Hawai‘i, <br />TMK: 1-5-043:061, 062, 063, and 064. <br /> <br />The Commission took this item up at 9:06 a.m. with 8 people from the public in attendance. <br /> <br />Ms. Cottle oriented the Commission and public of the subject and surrounding properties on the <br />location map and site plan, summarized the request, and noted the Planning Director <br />recommended approval of the application with conditions. <br /> <br />The applicant’s representative, Siotame Likio, Senior Pastor, stated he had no objections to the <br />background report and recommendation with conditions. <br /> <br />For Commissioner Ono’s information, Pastor Likio said they started with 80 church members, <br />currently they have 175, and they may have more than 200 people in the future. Ms. Cottle <br />clarified that the existing church is 3200 square feet in size and they are proposing a 4800-square <br />foot church. <br /> <br />Commissioner Au pointed out the dangers of having driveways leading onto Kaloli Drive. <br />Pastor Likio noted there is a church in close proximity that has a driveway leading onto Kaloli <br />Drive but he understood the condition prohibiting a driveway on Kaloli Drive. <br />1 <br /> <br /> <br />
