<br />NORTH KOHALA COMMUNITY DEVELOPMENT PLAN <br />ACTION COMMITTEE MINUTES <br />MEETING DATEOctober 11, 2010 <br />TIME4:30 pm <br />PLACEKohala Senior Center, Akoni Pule Highway, Kapaau, <br />Hawaii 96755 <br />ATTENDANCE <br />1. Members Present: Joe Carvalho, Marlene Ching, Hermann Fernandez, Susan <br />Fischer, Ron Friman, Giovanna Gherardi, Collin Kaholo, Richard Liebmann, Bob Martin <br />2. Planning Department: Allen Salavea <br />3. Public Attendance: Alan Axelrod, Andi Longpre, Elizabeth Markon, WylanMarquez <br />and John Winter <br />Bob introduced WylanMarquez who is a doctoral student from University of Hawaii <br />currently studying the possibility of a community center here in North Kohala. <br />APPROVAL OF MINUTES–Minutes of August 9, 2010 meeting approved. Susan <br />noted that the July minutes are still having incorrect spelling. Giovanna will send <br />corrected minutes to Allen for posting. <br />STATEMENTS FROM THE PUBLIC: none <br />REPORTS <br />The Land Use Permit Activity Report: no new activity and no action taken. Allen has <br />made the following additions to the report: a column for ‘received/heard’ and a column <br />for ‘status’. Hermann asked about the length of time for applications being heard and is <br />there a time limit that the Planning Department has to respond. Subdivisions have no <br />minimum and are the grayest area. Farm/Ohana has a 90 day period. Special permits <br />and variances vary from 30 to 90 days. A request was made of Allen to identify the <br />length of time for each type and category. <br />OLD BUSINESS <br />Outreach at the Kohala County Fair: Susan stated that we need to plan now for more <br />displays and asked Allen if the County could provide some colorful maps and graphics <br />for the CDP Library to be ready for community gatherings like the Fair. Susan proposed <br />top-half-only tarp walls on three sides of the tent setup, to let the wind pass underand <br />provide a place to attach ourvisual displays. Richard said that less than a hand full of <br />people showed during his time at the booth. Collin said we need to make the booth <br />more attractive and to figure out how to get more people interested in the booth. <br />CIP Projects: Bob referenced his email of October 6 summarizing his discussion with <br />Nancy Crawford plus the pertinent pages from the CIP ordinance. The deadline does <br />not prohibit us from submitting CIPs at any time. We need to work with the specific <br />department to develop the proposal. He suggests that the Chair of the AC and another <br />representative from the AC who is knowledgeable about the proposal meet with the <br />Department Head. We also need to involve Pete Hoffmann in the process. <br />Collin voiced the concern about the cemetery needing expansion and the land is next to <br />the proposed Equine Center. <br />1 <br /> <br />
