LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES OCTOBER 18, 2012 The Leeward Planning Commission met in regular session at 9:35 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chair Geraldine Giffin presiding. COMMISSIONERS PRESENT: Geraldine Giffin, Brandi Beaudet, Thomas Hickcox, Wayne Iokepa and Richard Nelson, III ABSENT AND EXCUSED: Lani Bowman and Thomas Whittemore ALSO PRESENT: Ivan Torigoe (Deputy Corporation Counsel), BJ Leithead Todd (Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Planner), Maija Cottle (Planner), Kiran Emler (Department of Public Works, Engineering Division – until 10:18 a.m.) and Noriko Sauer (Commission Secretary) And approximately 20 people from the public in attendance. A quorum was present. The Chair called the meeting to order and introduced the Commissioners and staff to members of the public, and described the procedure for public testimony. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. The Chair announced her recusal from Agenda Item No. 1 due to her professional and personal relationship with the applicant, and designated Commissioner Nelson as the Chair Pro Tem for that portion of the meeting. There were no objections. NEW BUSINESS APPLICANT: FUMIE BONK (SLU 12-034/REZ 12-156) Applications for a State Land Use Boundary Amendment from Agricultural to Rural and a Change of Zone from Agricultural-40-acres (A-40a) to Residential and Agricultural-0.5-acre (RA-.5a) for approximately 1.0046 acres of land. The property is located at the northeast intersection of Māmalahoa Highway and Kakanihia Place, Pu‘ukapu Homesteads, Waimea, North Kohala, Hawai‘i, TMK: 6-4-001: 099. The Commission took up this item at 9:39 a.m. with approximately 18 people from the public in attendance. (SEE EXHIBIT A) 1
