<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br />JANUARY 10, 2013 <br /> <br />CONNECTIONS NEW CENTURY <br />A regularly advertised hearing on the application of <br />PUBLIC CHARTER SCHOOL /CBESS (SPP 12-138) <br />was called to order at 11:08 a.m. in <br />the County of Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with <br />Chairman Dean Au presiding. <br /> <br />COMMISSIONERS PRESENT: Dean Au, Ronald Gonzales, Wallace Ishibashi, Raylene Moses <br />and Stephen Ono <br /> <br />STAFF PRESENT: Ivan Torigoe (Deputy Corporation Counsel), B. J. Leithead Todd (Planning <br />Director), Daryn Arai (Planning Program Manager), Phyllis Fujimoto (Staff Planner), Maija <br />Cottle (Staff Planner), Jeff Darrow (Staff Planner), and Sharon Nomura (Secretary) <br /> <br />And approximately 45 people from the public in attendance. <br /> <br />APPLICANT: CONNECTIONS NEW CENTURY PUBLIC CHARTER SCHOOL <br /> <br /> /CBESS (SPP 12-138) <br /> <br />Continued hearing on an application for a Special Permit to develop a K to 12 charter school <br />campus with dorm facilities and related uses on approximately 70 acres of land situated in the <br />State Land Use Agricultural District. The property is located on both the southwest and <br />northeast sides of Edita Street near its intersection with Kaūmana Drive and adjoining the Pacific <br />Plantation Subdivision in Kaūmana, South Hilo, Hawai‘i, TMK: 2-5-006:141. <br /> <br />AU: Okay, we’re going on to Unfinished Business, Applicant: Connections New Century Public <br />Charter School, Special Permit 12-138. Okay, we’ve heard this application, this is the third time. <br />So, applicants, can you please come forward. Okay, I want to send out a reminder to the <br />testifiers. We have 15 people testifying. You know, we’re heard a lot of this testimony before, <br />so let’s try and make it brief. You know, our Commission, we do understand. We were all here <br />the last two meetings, Mr. Ishibashi came late, we had to wait for him for the first meeting. So, <br />you know, we are aware of the community’s issues, so let’s try and keep it brief. Okay, so -. <br /> <br />DARROW: Mr. Chair, sorry to interrupt. If I could - <br /> <br />AU: Oh, okay, I’m sorry. Staff presentation, yes. <br /> <br />DARROW: No, no presentation. But I did want to bring to your attention correspondence that <br />have been submitted to the Planning Commission since our last hearing.
