<br /> <br />South Kohala Community Development Plan Action Committee <br />1 <br />County of Hawai‘i <br />2 <br />MINUTES <br />3 <br />Meeting Date: April 22, 2013 <br />4 <br />Call to Order: 5:00 pm <br />5 <br />Place: Hokuloa Church <br />6 <br />69-1600 Puako Beach Drive <br />7 <br />Kamuela, Hawai‘i 96743 <br />8 <br />Roll Call: <br />9 <br /> <br />1Members Present: Josephine (Jojo) Tanimoto, John Hoover, John Mueller, Roger <br />10 <br />Harris, Christopher (Kit) Roehrig, Michael (Mike) Fischer, <br />11 <br /> <br />2Absent/Excused: Margaret Horwatt, Fran Tabor <br />12 <br /> <br />3Planning Department: Deanne Bugado <br />13 <br /> <br />4County of Hawai‘i: Margaret Wille <br />14 <br /> <br />5 <br />Public in attendance: George Winchell, Peter Hackstedde, Bev Brand. <br />15 <br />STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA <br />16 <br />Peter Hackstedde – Puako Association – requested that the AC lend support for the funding for the <br />17 <br />Puako Treatment Study CIP item – also wanted to announce that Cornell will be doing a Reef Study <br />18 <br />during the summer and combine the results with the past studies and analyze the results to provide a <br />19 <br />report on impacts to the reef <br />20 <br />Bev Brand – Dry Forest Initiative – advocate for the environment – provided a status of what is being <br />21 <br />done for/to the environment in this lava flow and wanted to inform the community of the efforts being <br />22 <br />done and the importance to the area. 95% of the dryland forest have been destroyed. <br />23 <br />ADMINISTRATIVE MATTERS <br /> <br />24 <br /> <br />Minutes of the Meeting are not available delayed until the next meeting. <br />25 <br />BUSINESS OF COMMITTEE <br />26 <br /> <br />1.SKCDP Implementation. <br /> Action Committee will continue ongoing review of SKCDP Goals, <br />27 <br /> <br />Policies and Actions & discuss roles & responsibilities. <br />28 <br /> Update/Discussion of Agenda Items by Planning Director, BJ Leithead Todd or <br />a. <br />29 <br />authorized representative. <br /> <br />30 <br /> <br />No Discussion <br />31 <br /> Update/Discussion of Agenda Items by Council Member, Margaret Wille <br />b. <br />32 <br /> <br />i.Status of the power of the CDP and AC, discussions with the Planning Department and <br />33 <br />AC, as well the status of the court case regarding the Kona CDP. <br />34 <br /> <br />ii.CIP/Budget – Wastewater Study is one of the highest priority items for funding (key to <br />35 <br />this side of the island in terms of the tourist industry and preservation of the waters) – <br />36 <br />th, <br />Mayor is to give the revised Budget on May 7 Need to have the community testify and <br />37 <br />show the Mayor/Council the need to fund the SKCDP projects. <br />38 <br /> Presentation of legal opinion (Bill Brilhante) <br />c. <br />39 <br />Page 1 of 4 <br /> <br />
