<br />LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />MINUTES <br />MAY 16, 2013 <br /> <br />The Leeward Planning Commission met in regular session at 9:38 a.m. in the West Hawai‘i Civic <br />Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, <br />Hawai‘i, with Chair Geraldine Giffin presiding. <br /> <br />COMMISSIONERS PRESENT: Geraldine Giffin, Brandi Beaudet, Thomas Hickcox, <br />Wayne Iokepa and Thomas Whittemore <br /> <br />ABSENT AND EXCUSED: Richard Nelson, III <br /> <br />ALSO PRESENT: BJ Leithead Todd (Planning Director), Daryn Arai (Planning Program <br />Manager), Phyllis Fujimoto (Planner), Jeff Darrow (Planner), Maija Cottle (Planner), Terry Dunlap <br />(Planner, until 10:10 a.m.) and Noriko Sauer (Commission Secretary) <br /> <br />And approximately 13 people from the public in attendance. <br /> <br />A quorum was present. Chair Giffin introduced the Commissioners and staff to members of the <br />public. Director Leithead Todd recognized Commissioner Iokepa’s services for the past four years <br />with the Mayor’s Certificate of Appreciation and a lei. She also recognized Ms. Lani Bowman, <br />whose term as a commissioner had ended as of December 31, 2012. The Chair called the meeting <br />to order, and described the procedure for public testimony. <br /> <br />STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the <br />agenda. <br /> <br />NEW BUSINESS <br /> <br />APPLICANTS: DAVID COX AND MICHAEL CORBITT (SPP 13-148) <br /> <br />Application for a Special Permit to allow the establishment of a four (4) unit bed and breakfast <br />operation within an existing 6-bedroom single family residence, situated on approximately <br />8.49 acres of land within the State Land Use Agricultural District. The property is located along <br />Telephone Exchange Road, approximately 1,200 feet mauka (east) of its intersection with the <br />Hawaii Belt Road in Hōnaunau, South Kona, Tax Map Key: 8-4-005:033. <br /> <br />The Commission took up this item at 9:41 a.m. with approximately 14 people from the public in <br />attendance. <br /> <br />(SEE EXHIBIT A) <br /> <br />INITIATOR: COUNTY COUNCIL <br /> <br />Amendment to Chapter 25 (Zoning Code) of the Hawai‘i County Code 1983 (2005 Edition, as <br />amended), relating to Agricultural Tourism. The purpose of the proposed bill is to clarify <br />definitions, procedural guidelines and requirements, and standards related to agricultural tourism <br />operations.
