<br />Notes from Growth Management Subcommittee Meeting July 1, 2013 <br /> <br />Attendees: <br />Jeff Allen, Jon Adams, Toni Withington, and Hermann Fernandez <br /> <br />The Planning Dept. granted the variance request by EWM Investments for TMK <br />5-4-008:001 and 5-4-010:029 from roadway conditions. EWM will pave a 20-foot <br />road with 15-foot grass shoulders on the internal roads of the subdivision. The <br />road will connect to Union Mill road at TMK 5-4-010:029. <br /> <br />The subcommittee reviewed Barbara Morenos parcel consolidation and re- <br />subdivision application for TMKs 5-4-04:03 &18. Morenos subdivision will create <br />no new lots on Police Station road. The subcommittee had no objections to this <br />application. <br /> <br />Toni Withington brought up the procedures document that guides the Growth <br />Management subcommittee meetings. She wanted to emphasize the need to <br />all <br />receive SMA applications (Major and Minor) from the Planning Dept. Toni <br />explained that because of Kohalas sensitive coastline, and community concerns <br />about what happens in the coastline area, the Growth Management <br />subcommittee and the North Kohala Community Development Plan Action <br />Committee (NKCDP AC) should be informed on all SMA applications. Again, this <br />goes back to the subcommittees desire to inform neighbors about upcoming <br />development changes in their neighborhoods. <br /> <br />We discussed the Planning Directors email regarding the subcommittees desire <br />to be kept informed on farm dwelling applications. The Planning Director said the <br />NKCDP AC and its subcommittees should be involved at the policy level <br />regarding farm dwellings. The NKCDP AC and its subcommittees should review <br />and propose changes to the rules and procedures that govern the issuance of <br />farm dwelling permits, and should not review a specific farm dwelling application. <br />We dont disagree with the Planning Director, but we wish to clarify that we dont <br />need to review each and every farm dwelling application, but we do wish to be <br />ndrd <br />kept informed on developments in our neighborhoods, especially on 2 and 3 <br />farm dwellings on ag parcels in North Kohala. Therefore, we want to be informed <br />ndrd <br />when applications are filed for 2 and 3 farm dwellings. <br /> <br />ndrd <br />We also reviewed the farm dwelling rules and procedures for 2 and 3 farm <br />stst <br />dwellings. Our understanding is that the 1 farm dwelling (1 building) on an ag <br />parcel is free - no farm dwelling application is required - but you must file a <br />nd <br />Farm Dwelling Notice form. The 2 farm dwelling requires 8 hours per week of <br />documented work on the farm (ag parcel) (I just learned that the requirement is <br />rd <br />16 hours). The 3 farm dwelling and any other subsequent farm dwellings <br />require 40 hours per week of documented work. Some committee members feel <br />that these requirements are too weak and/or they are not enforced once the <br />ndrd <br />2/3 farm dwellings are approved. We discussed various ways to improve this <br />system including tying the number of farm dwellings to the size of the parcel, <br /> <br />
