<br />NORTH KOHALA COMMUNITY DEVELOPMENT PLAN <br />ACTION COMMITTEE MINUTES <br />Monday, November 25, 2013, 5:00 pm <br />North Kohala Senior Center, 54-3900 Akoni Pule Hwy., Kohala, HI 96755 <br />ATTENDANCE <br />1. Members Present: John Winter, Faith Yates, Susan Fischer, Collin Kaholo, <br />Frank Cipriani, Joe Carvalho and Jon Adams. <br />2. Members absent: Christopher “Keone” MacKillop <br />Also present was Duane Kanuha and Rosalind Newlon from the Office of the <br />Hawai’i County Planning Department and Margaret Masunaga from the Office <br />of Corporation Counsel. <br />3. Public Attendance: Lucy Pasco, Marlene Ching, Lynda Wallach, Keith Wallis, <br />Jesse Wells, Carter Collins, Toni Withington, Margot McFedries, Peter Clapp, <br />Sophie Schweitze, Josie Sweeney, Sheila Ramos, Carlyne Ana Pasco, Dave <br />Richardson, Paul Fischer, and Gale K. Perez. <br />I. CALL TO ORDER: The meeting was called to order at 5:02 pm by Chair, <br />John Winter. <br />II. APPROVAL OF MINUTES: Minutes of the Meeting of October 14, 2013 were <br />deferred until next meeting. <br />III. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS: <br />Toni Withington said that the subdivision map for Kohala Kai was available for <br />the meeting and that she would like to see a solution for the public access <br />and that the decision should be made in North and South Kohala. Toni also <br />said that the final approval for the Kohala Kai grant of easement needs to go <br />before the County Council and there is still an opportunity for comments. <br />IV. SUBCOMMITTEE REPORTS: <br />a. Growth Management – Jon Adams said that there have been no land use <br />permit applications since the last meeting. <br />b. Public Access – Joe Carvalho said that an archaeology report has been <br />approved for the Hapu’u-Kapanaia site; at Halelua they are still working on <br />the easement; there will be a meeting with the community when the <br />management plan for Kauhola Lighthouse site is ready. Joe said that the <br />subcommittee will be working on a grant of easement map in the New <br />Year and announced that there will be a December 3, 2013 County <br />Council Finance Committee meeting for the Kohala Kai grant of easement. <br />1 <br /> <br />
