Prioritized road improvements does not allow for changing conditions. Such as for <br />example Kahului – Keauhou parkway AKA Ali’i Hwy. In the event this priority road <br />cannot be built due to conditions out of everyone’s control, how will the priority be re- <br />established? How will this event affect the planning process and conformity of <br />concurrency?
