Persons wishing to provide oral testimony are asked to <br />submit a completed request form to the Puna CDP project manager prior to the completion of each public <br />testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item <br />during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, <br />subject to the discretion of the Chair of the Puna CDP Action Committee. <br />APPROVAL OF MINUTES: Regular Meeting on July 12, 2016. <br />BUSINESS: <br />(5 min) <br />1. Update on the Puna Regional Library: The State Librarian and staff will do a brief update on <br />the project to build a new library in the Puna region. The AC may have discussion on the <br />presentation and on potential library sites as appropriate. (30 min) <br />2. Update from the Connectivity and Emergency Response Subcommittee (CERS) (Patti <br />Pinto, Farris Etterlee, June Conant)(Marlene Hapai): The purpose of the CERS is to follow the <br />vision and the mission of the PCDP in implementing connectivity actions related to the overall <br />theme of health and safety. Members of the subcommittee will inform the AC on their recent <br />activities, which are reflected in two communications: <br />— Communication No. 2016-23, July Subcommittee Meeting Minutes, which include a <br />discussion on South Lauko Road as a 2 -lane paved road which could provide connectivity, <br />emergency response, and safe routes to school. Additionally, an update on the <br />environmental assessment for three roads leading from Fern Acres to Highway 130 was <br />provided to the subcommittee by Geometricians. <br />— Communication No. 2016-24, August Subcommittee Meeting Minutes, which include a <br />discussion on inter -subdivision connectivity as it relates to neighborhood watch.
