WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />OCTOBER 5, 2017 <br />The Windward Planning Commission met in regular session at 9:01 a.m. in the County of <br />Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman <br />Gregory Henkel presiding. <br />COMMISSIONERS PRESENT: Joseph Clarkson, Gregory Henkel, Myles Miyasato, and <br />Thomas Raffipiy. <br />ABSENT & EXCUSED: Donn Dela Cruz and Donald Ikeda. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Ho Hall (Deputy Corporation <br />Counsel for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), <br />Maija Jackson (Planner), Christian Kay (Planner), Shancy Watanabe (Planner), and Sarah <br />Hata-Finley (Commission Secretary). <br />A quorum was present. Chairman Henkel introduced Windward Planning Commissioners and <br />staff to members of the public and went over the procedures for public testimony. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />1. APPLICANT: HAWAII JOHNS INC. (SPP 09-000082) <br />Request to amend Special Permit No. 09-82, which allowed the temporary storage of <br />portable toilets, parking for employee and business vehicles and office use on an <br />approximately 1.65 -acre portion of a 4.033 -acre property within the State Land Use <br />Agricultural District. The amendment request seeks delete Condition No. 2, which placed <br />a 5 -year life on the Special Permit. The property is located at the southwest corner of <br />Highway 19 and Ka16pa Lower Road intersection, Ka16pa Homesteads, Hamakua, <br />Hawaii, TMK: 4-4-003:Portion of 050. <br />The Commission took this item up at 9:02 a.m. with 4 people from the public in attendance. <br />(SEE EXHIBIT A) <br />This item ended at 9:29 a.m. <br />2.
