Communication no. 2017-11 <br />Minutes of the SKTSC Meeting - 10/10/2017 <br />The meeting was called to order at 4:02 PM <br />Officers present: James Hustace <br />Minutes of the August meeting were approved with a motion by Dr. Billy Bergin and a 2nd from Mike <br />Price. Vote was unanimous. <br />Announcements from the Chair: <br />1. Chair attended meeting in Honokaa concerning traffic issues on Mud Lane. Concerned <br />residents worried about impact from continued and future logging work <br />Treasurer's Report: <br />1. No report. Treasurer unable to attend. <br />Subcommittee Reports: <br />County: <br />1. Chair reported: <br />a. Ron Thiel has been awarded for his work having the County install LED street lights. <br />For his dedication to the effort of eliminating light pollution, an asteroid was named <br />in his honor. Asteroid 9923 ronaldthieL See Appendix for the press release. <br />b. Mana Road to Mud Lane: Project is currently out to bid. Awaiting to receive a copy of <br />the design plans. <br />c. Iona Court to Mana Road: Shoulders and striping work should be happening in late <br />2017. <br />d. Shoulder paving near Canada France Hawaii and Waimea Elementary School: <br />Establishing a school zone. Lights, flags, safer shoulders, etc. Striping work has been <br />started. <br />e. Mud Lane concerns: Residents at a community gathering in Honokaa had concerns <br />about logging efforts (future and past) on Mud Lane. Valerie Poindexter was in <br />attendance at that meeting with DPW engineers to discuss and hear concerns from <br />residents. Safety is a concern for blind turns and low visibility areas. Residents <br />wished to have safety measures put in place to limit vehicle traffic and provide a <br />safer road for homeowners and people walking/exercising. Valerie stated she would <br />meet with Ronald Thiel to look at this neighborhood and stretch of road. <br />i. Jojo Tanimoto asked for clarification as to the South Kohala boundary line <br />on the eastern side of the district. <br />1. David Tarnas stated that the South Kohala boundaries should be <br />defined by the Judicial and State House districting lines and not the <br />Council districting lines. <br />ii. Bill Sanborn asked if the Mud Lane residents brought up the issue of an <br />existing 'auwai that runs along the road. This was not discussed by the <br />homeowners at that meeting. <br />State: <br />1. Chair reported: <br />a. Donald Smith (District Engineer) was unable to attend. <br />b. Looking to have updates on State projects and have Donald Smith attend future <br />meetings. <br />c. Chair will email Donald Smith again to get an update on these topics, and to see if he <br />is able to attend the next meeting. <br />d. Bicyclists in Waimea wish for improved safety along the roads. Asking for the <br />replacement of road dots/dimples, especially along Kawaihae road near Waimea <br />town center and through Waiaka Bridge. <br />
