Second Arterial Access Road for Waikoloa Village. An appropriation of $ 1,000,000 <br />for feasibility and corridor selection studies and preliminary design of a second arterial <br />capacity access road in and out of Waikoloa Village (similar to the standard of Paniolo <br />Avenue). This road will serve the dual functions of alternate emergency access into and <br />out of the ever-growing Waikoloa Community, for the safety of its residents and access <br />by emergency responders, and also to provide coastal community residents with <br />improved access to Waikoloa emergency shelter facilities in times of coastal <br />emergencies or lowland wildfires. See SKCDP "General Policy 2: Provide for the <br />transportation and circulation needs of the SK community..." and "Sub -Policy 4.1: The <br />County shall develop plans and programs for emergency routes so that people can safely <br />move away from life-threatening natural hazards." <br />2. Emergency Shelter in Honokoa (f.k.a. Kailapa, a DHHL Community). An <br />appropriation of $1,000,000 for a grant or direct construction cost-sharing with the <br />Kailapa Community Association (KCA) for the design and construction of publicly <br />accessible, privately managed emergency shelter on DHHL land leased to the KCA. <br />KCA will provide substantial project funding through other funding sources benefiting <br />the KCA.
