WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />December 7, 2017 <br />The Windward Planning Commission met in regular session at 9:00 a.m. in the County of <br />Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman <br />Gregory Henkel presiding. <br />COMMISSIONERS PRESENT: Joseph Clarkson, Gregory Henkel, Donald Ikeda, and Myles <br />Miyasato. <br />ABSENT & EXCUSED: Donn Dela Cruz and Thomas Raffipiy. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Ho Hall (Deputy Corporation <br />Counsel for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), <br />Maija Jackson (Planner), Christian Kay (Planner), Shancy Watanabe (Planner), and Sarah <br />Hata-Finley (Commission Secretary). <br />A quorum was present. Chairman Henkel introduced Windward Planning Commissioners and <br />staff to members of the public and went over the procedures for public testimony. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />1. APPLICANT: JEFFREY D. PRIMACK (SPP 17-000194) <br />Application for a Special Permit to legitimize the operation of a Qigong/wellness retreat, <br />including overnight accommodations for up to twelve guests and the development of a <br />certified kitchen on an approximately 15 -acre portion of a larger 98 -acre parcel of land <br />situated within the State Land Use Agricultural District. The subject property is located at <br />12-1049 Kulike Place, approximately 2,200 feet south of its intersection with Kama`e`e <br />Road, Kama`e`e Homesteads, North Hilo, Hawaii, TMK: (3) 3-1-004:009. <br />At 9:01 a.m., Chair Henkel announced that this item was continued to the March 2018 Windward <br />Planning Commission meeting. There was no one from the public wishing to testify on this <br />matter. <br />2. APPLICANT: HAWAII ISLAND COMMUNITY DEVELOPMENT <br />CORPORATION (SLU-17-000050) <br />Application for a State Land Use Boundary Amendment from Agricultural to Urban for <br />approximately 6.569 acres of land. The subject property is located at the northwest <br />corner of Mohouli Street and Komohana Street in the Waiakea Cane Lots, Waiakea, <br />South Hilo, Hawaii, TMK: (3) 2-4-001:184. <br />The Commission took this item up at 9:02 a.m. with 6 people from the public in attendance. <br />Pagel of 3 <br />Windward Planning Commission <br />December 7, 2017 Minutes <br />
