The following persons were present: <br />ROLL CALL <br />Action Committee Members Present : Diane Kaneali‘i (Chair), Ruth Smith (Vice - Chair), Eddie Akau, <br /> <br />Kevin McLaughlin, George “Robby” Robertson, Julia Ann Alos, Mark Gordon, Tristie Licoan, and William <br /> <br />Sanborn. <br />Action Committee M embers Absent - Excused : None. <br />Staff Planners : Bethany Morrison , Heather Bartlett , and Kamuela Plunkett . <br />Members of the public : 2 <br />ADDITIONS TO THE AGENDA: None. <br />ANNOUNCEMENTS: Chair Kaneali‘i explained a minor change in procedure for taking public <br />comments during meetings. Mem bers of the public now have the option to speak either at the <br />beginning of the meeting or before the relevant agenda item. She asked that those wishing to speak <br />continue to follow the previous guideline of fill ing out a public comment form beforehand . <br />PUBL IC COMMENT ON AGENDA ITEMS : None. <br />APPROVAL OF MINUTES: <br />Committee Member Licoan moved to approve the minutes of the Ju ly 23 , 2018 meeting as submitted . <br />Second by Committee Member Alos . The motion to approve the mi nute s as submitted pa ssed with 6 <br />votes aye , 0 vot es nay [ Committee Members Robertson, Akau , and McLaughlin were not present at the <br />time of the vote ] . <br />BUSINESS: <br />1. Communication No. 2018 - 10: Implementation Table / Monitoring Plan Discussion. <br />Chair Kaneali‘i asked if any Committee M embers had updates on their projects. She provided a n <br />update on the Kawaihae potable water project. Her community group identified a 16 - inch pipe, built in <br />the 1960’s and located mauka of the Kailapa area .
