BOnakaSPP.EC.11.16.2021 <br /> COUNTY OF HAWAI`I PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> RACHELLE ONAKA <br /> SPECIAL PERMIT APPLICATION (PL-SPP 2021-000003) <br /> RACHELLE ONAKA has submitted an application for a Special Permit to establish a <br /> three-bedroom bed and breakfast establishment within an existing single-family dwelling and an <br /> adjoining guest house on 1.312 acres of land situated within the State Land Use Agricultural <br /> District. The subject property is located at 76-3724 Duarte Road, approximately 410 feet from its <br /> intersection with Mamalahoa Highway, Holualoa 1st& 2nd Partition Lots Mauka, Holualoa, <br /> Hawaii, TMK: (3) 7-6-005:017. <br /> APPLICANT'S REQUEST <br /> 1. Request: The applicant, who resides on the property, is requesting a Special Permit to <br /> allow a three-bedroom bed and breakfast operation in an existing, two-bedroom single- <br /> family dwelling and an existing, 1 bedroom guest house. The bed and breakfast will <br /> operate within the existing footprint of the single-family dwelling and guest house, with <br /> the intention to provide accommodations for under ten (10) adults. <br /> 2. Objectives: The applicant's objective is to provide alternative accommodations for <br /> visitors to the Big Island of Hawaii. <br /> 3. Employees: The applicants intend to employ a family member who will work as both the <br /> operator of the bed and breakfast as well as the manager of the existing coffee farm on <br /> site. <br /> 4. Parking: Off-street parking is available for the guests of the bed and breakfast operation <br /> and for the residence. The applicant intends to provide the minimum required eight(8) <br /> unpaved parking stalls to accommodate the proposed bed and breakfast operation. <br /> 5. Project Timetable: The applicant intends to begin the implementation of the project <br /> immediately following the granting of the Special Permit and anticipates the necessary <br /> improvements for the operation will be completed within a few months. <br /> 6.
