RPastorek SMA May 2024 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> RYAN &PAUL PASTOREK <br /> SPECIAL MANAGEMENT AREA USE PERMIT APPLICATION <br /> (PL-SMA-2024-000055) <br /> RYAN AND PAUL PASTOREK have submitted an application for a Special Management <br /> Area Use Permit to consolidate and re-subdivide 2 subject parcels totaling 10.45 acres within the <br /> Special Management Area and to construct one single-family residence and related <br /> improvements on each parcel. The subject properties are located approximately 1.25 miles south <br /> of the intersection of Old Government Road and Maku`u Drive on the makai side, Por. of <br /> Maku`u and Keonepoko Nui, Puna, Hawaii, TMK: (3) 1-5-010:026 and :027. <br /> PROPOSED DEVELOPMENT <br /> 1. Request: Ryan and Paul Pastorek are proposing to construct one (1) single-family <br /> residence each on two (2) adjoining lots, as well as consolidating and re-subdividing the <br /> two (2) parcels to allow for lesser impact on Parcel 27, which is a more heavily vegetated <br /> parcel, and to allow for greater setbacks to the neighboring properties. Under the <br /> proposed action, Ryan Pastorek (Son) would build one (1) single-family residence with <br /> supporting infrastructure and a storage/animal shelter on TMK No. (3) 1-5-010: 026 <br /> (LOT A). Paul Pastorek (Father) would build one (1) single-family residence with <br /> supporting infrastructure and an aquaculture pond on TMK No. (3) 1-5-010:027 (LOT <br /> B). Lot A and B are 7.45 (4.05 acres after re-subdivision) and 3 acres (6.40 acres after <br /> resubdivision), respectively, and each parcel will have its own separate utilities, one (1) <br /> driveway, (1) potable water well, and (1) Individual Wastewater System approved by the <br /> Dept. of Health (DOH). <br /> (Planning Department Exhibit 1 — SMA Use Permit Application dated March 26, <br /> 2024) <br /> 2. Project Objectives: The applicants wish to create a sustainable self-sufficient <br /> homestead while respecting the essential character of the land.
