Communication no. 2017-09 <br />JOJO TANIMOTO <br />SOUTH KOHALA CDPAC <br />The South Kohala CDPAC has seen a few changes since the first meeting on February 9, 2010. <br />Requests over time have not resulted in any response from the former Planning Directors. This is a <br />request to the Planning Director to review some of the South Kohala CDP document and consider the <br />following updates in the Kawaihae community section of the document. <br />1. Page 114, Policy 6-Kawaihae, Strategy 6.1.2 -Development Patterns <br />a). Remove Statements referring to the Super ferry. The State legislature proposed a Ferry <br />system throughout the State. Lack of infrastructure in the communities resulted in <br />termination of this project. However, the Kawaihae Commercial Master Plan still includes <br />provisions for a ferry system. Therefore, until a more stable plan is developed that addresses <br />the issues with infrastructure, the Super Ferry should be cancelled. <br />b) Remove "23" light draft recreational vessels. (Only 5 Tour Boats exists -they are too large for <br />the Small Boat Harbor). <br />The DLNR-Division of Boating and Ocean Recreation, completed the South -small boat harbor. <br />There are remaining 5 Tour boats and a platform barge still in the Commercial Harbor. There <br />still are no plans to remove these boats from the Commercial Harbor. These boats still provide <br />a risk for the barges and large vessels in the harbor. <br />2. Page 115, Policy 6-Kawaihae, Queen Emma Lands <br />a) Remove Statements referring to Transitional Housing. This facility is no longer in Kawaihae. <br />b) Remove Statements referring to Timber Co. This lease has been terminated. <br />3. Page 115, Policy 6-Kawaihae, Fig. 6.2 County Land Use Designations <br />Correct LUPAG map -Change the shape of the Kailapa Subdivision. The picture shows a map of <br />DHHL's proposed Master Plan. When the subdivision was developed, the configuration is now <br />different. <br />4. Page 115, Policy 6-Kawaihae <br />A quick check of the Kailapa Subdivision lots reads "214 units". Other pages correctly the number of <br />lots as "217 units". <br />5. Page 117, Policy 6-Kawaihae, Policy 4 -The County and State Governments shall work closely with the <br />Kawaihae Community to improve traffic safety for both vehicular and non -vehicular transportation <br />along Akoni Pule Highway. <br />There needs to be a clear location of the Akoni Pule Highway. Where it begins in Kawaihae; and <br />where the Kawaihae Road ends in Kawaihae. <br />Depending on who you ask, the Akoni Pule Highway, begins at the Akoni Pule Highway iintersection <br />at Kawaihae Road (a three-way intersection according to the County Tax Office website). At the <br />time of the community discussions at the Steering Committee level, the Akoni Pule Highway began <br />at the north entrance of the Harbor; and even the Queen Ka'ahumanu Highway. <br />
