COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 318 to <br />RESOLUTION AUTHORIZING THE ACCEPTANCE BY THE COUNTY OF HAWAII OF <br />THE INTEGRATED RESOURCES AND SOLID WASTE MANAGEMENT PLAN UPDATE <br />FOR THE COUNTY OF HAWAII <br />WHEREAS, Chapter 342G, Part I11, §342G -21, el Seq., Ilawaii Revised Statutes, entitled <br />Integrated Solid Waste Management Planning, requires that each county is to submit to the <br />Office of Solid Waste Management of the State Department of Health an integrated solid waste <br />management plan that has been formally adopted by the County of Hawaii and is consistent <br />with the requirements of said Chapter 3426; and <br />WHEREAS, on October 5, 1994, the County Council ofthe County of Hawaii adopted <br />Resolution 291 -94, which authorized the acceptance of the Integrated Solid Waste Management <br />Plan, and <br />WHEREAS, on November 20, 2002, the County Council of the County of Hawaii <br />adopted Resolution 238 -02, which authorized the acceptance of the Final Draft Update to the <br />Integrated Solid Waste Management Plan for the County of Hawaii; and <br />WHEREAS, Chapter 342G, Part III, Hawaii .Revised Statutes, delineates the schedule <br />and requirements for updating an integrated solid waste management plan; <br />WHEREAS, in 2008, Mayor Harry Kim appointed a County of I-Iawai'i Solid Waste <br />Advisory Committee which was confirmed by the County Council of the County of I•lawai'i, <br />WHEREAS, CH2MHill has prepared this update to the Integrated Solid Waste <br />Management Plan for the County of Hawaii in consultation with the County of Hawai'i's Solid <br />Waste Advisory Committee; and <br />WHEREAS, Public meetings were conducted in Hilo and Kona to review the DRAFT <br />Integrated Resources and Solid Waste Management Plan; <br />WHEREAS, the Office of Solid Waste Management of the State Department of Health <br />has provided comments to the County of I-lawai'i Department of Environmental Management on <br />the DRAFT Integrated Resources and Solid Waste Management Plan; and <br />WHEREAS, the County of Hawaii Department of Environmental Management has <br />provided a formal response to the comments provided by the Office of Solid Waste Management <br />of the State Department of Health, and has incorporated the necessary revisions in the FINAL <br />Integrated Resources and Solid Waste Management Plan. <br />
