<br />ENVIRONMENTAL MANAGEMENT COMMISSION <br />Tuesday, March 3, 2009 <br />Liquor Control Conference Room, 75-5722 Hanama Place, Suite 1107, Kailua-Kona 96740 <br />COMMISSIONERSALSO <br />Suzanne Mayhew Barbara Bell <br />PRESENT <br />:PRESENT: <br />Stan Boren Marc Dexter <br />Arnold Okamura Jon Olson <br />Steve Okoji Dan Pitzler <br />Paulette Pavao Woody Vaspro <br />Steve Pavao Sherm Warner <br />Bill Sanborn <br />EXCUSEDSTAFF: <br />:Diana Miller Lono Tyson, Director <br />Ivan Torigoe, Deputy Director <br />Sharron Henry, Secretary <br />Michael Dworsky, SWD Chief <br /> <br /> CALL TO ORDER: <br />1.Commission Chair Mayhew called the meeting to order at 9:05 a.m. <br /> Ivan Torigoe, the new Department Deputy Director, was introduced and it was noted that <br />Molly Lugo, Deputy Corporation Counsel, has been assigned to the Department, <br />Environmental Management Commission and the Solid Waste Advisory Commission <br />(SWAC). <br />APPROVAL OF MINUTES OF JANUARY 28, 2009 MEETING: <br />2. <br />Commissioner Steve Pavao moved to approve the January 28, 2009 minutes as written. <br />Commissioner Steve Okoji seconded the motion. Motion passed unanimously. <br />APPROVAL OF ADDENDUM AND/OR SUPPLEMENTAL AGENDA: <br />3.None <br />STATEMENTS FROM THE PUBLIC ON ITEMS LISTED ON AGENDA: <br />4. <br />Jon Olson advised that the decrease in Abandoned Vehicle services will impact the Puna <br />District and distributed Hawai`i County Parcels & Population, Puna Community Development <br />Plan information sheets, along with a March 1, 2009 Hawai`i Tribune Herald article entitled <br />“Opportunity beckons on the Big Isle Despite poor economy” (attached to the original <br />minutes). Jon also spoke in support of the Commission having authority to set fees. <br />Barbara Bell spoke on behalf of the Kapoho Beach Lots community relating to the current <br />Kapoho Wastewater Feasibility Study that is currently being done. She spoke in support of a <br />County sewer system for that area. It was noted that the study report will be expanded to <br />include other options and will make a recommendation regarding sewering of the area. <br />CORRESPONDENCE/REPORTS/DISCUSSION: <br />5. <br />Abandoned Vehicle (AV) Program Report <br /> (attached to original minutes) <br />Unless fees are raised, funds to pay the scrap metal contract may be depleted before the end <br />of this fiscal year at the current metal market price. <br />The Derelict Amnesty Vehicle Program has been temporarily suspended at this time due to <br />budget constraints. <br /> <br />
