August 24, 2011: Planning Department issued a SECOND time extension request for the <br />submission of the final plat map, pursuant to Condition No. 10 of the Tentative Approval <br />granted in 2008. <br />STATE AND COUNTY PLANS <br />13. State Land Use Designation: Urban. <br />14. General Plan Land Use Pattern Allocation Guide (LUPAG) Map: Urban Expansion (ue), <br />which allows for a mix of high density, medium density, low density, industrial, industrial - <br />commercial and/or open designations in areas where new settlements may be desirable, but <br />where the specific settlement pattern and mix of uses have not yet been determined.. <br />15. Kona Development Plan (CDP): The Kona CDP, adopted by the Hawaii County Council <br />by Ordinance No. 08-131 on September 25, 2008. The subject property is located within the <br />designated Kona CDP Urban Area and situated within the Kahului-Puapua`a Village <br />Neighborhood Transit -Oriented Development (TOD). <br />16. County Zoning: Multiple -Family Residential — 2,500 square foot (RM -2.5). According to <br />the Zoning Code, the RM district provides for medium and high-density residential use. It <br />covers areas with full community facilities and services. It may occupy transition areas <br />between commercial or industrial areas and other districts of less intense land use. <br />17. Special Management Area (SMA): The SMA is a part of the Coastal Zone Management <br />Program regulated by the County. The property is situated approximately 800 -feet from the <br />nearest shoreline and not within the County's SMA. <br />DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br />18. Project Site: The subject parcel has a total area of 14.872 -acres and is irregular in shape. <br />The parcel is located on the west (makai) side of the Hawaii Belt Road (State Route 11), <br />directly across from the Pualani Estates Subdivision. The Wai`aha drainageway borders the <br />northern edge of the subj ect parcel, and there is a constructed utility line easement with what <br />appears to be a paved portion and utility poles that crosses into the subject parcel. <br />19. Surrounding Zoning and Land Uses: Lands in the vicinity of the proposed project are <br />zoned as such: to the north and north-east there are large Agricultural 5 -acres (A -5a) zoned <br />parcels; to the west/south-west and across Kuakini Highway is a residential subdivision <br />zoned single-family residential 10,000 -square feet (RS -10) (Kahakai Subdivision, SUB <br />-4- <br />
