No. 7555); directly to the east is a neighborhood -commercial (CN -20) zoned parcel, also <br />owned by the applicant. Across the Hawaii Belt Road, and to the east of the subject parcel is <br />the single-family residential 7,500 square -foot (RS -7.5) zoned Pualani Estates Subdivision. <br />Directly south, and adjacent to the subject parcel is agricultural zoned parcels varying <br />between 1 and 5 -acres (A -la & A -5a). <br />20. FEMA Flood Insurance Rate Map (FIRM): Approximately 90% of the property is <br />located within Federal Emergency Management Agency (FEMA) Flood Zone X, an area <br />considered to have a minimal flood hazard. The remaining portion of the property lies within <br />the FEMA Flood Zone AE, which is a portion of the Wai`aha Drainageway Splitflow #2. A <br />Conditional Letter of Map Revision (CLOMR) to allow for improvements and adjustments <br />to the Flood Insurance Rate Map (FIRM) was submitted and adopted by FEMA on <br />September 29, 2017. Currently Special Flood Hazard Areas AE, AEF, and XS affect the <br />subject parcel as designated by the updated FIRM. All development plans, drainage studies, <br />and other related documents shall reflect the September 29, 2017 FIRM. <br />21. Archaeological/Historical Resources: The applicant submitted a letter from the State <br />Historic Preservation Division (SHPD) dated August 27, 2008 regarding a revised <br />Archaeological Inventory Survey Report. The report included revised and updated <br />significance assessments and recommended general treatments. SHPD concurred with the <br />revised and updated report as final and stated "[the applicant] may now proceed with <br />preparation of a data recovery plan, burial treatment plan, non -burial site preservation <br />plan, and monitoring plan for the project area." The updated survey of approximately 65 - <br />acres identified 65 sites and 138 features. The sites include platforins, terraces, hounds, <br />modified outcrops, caves, C -shapes, walls, and a historic period roadway and ranching <br />feature. Seventeen (17) sites were determined to be significant, however, they were given a <br />"no ficrther world" recommendation. Forty (40) sites were determined to be significant for <br />their information content but required fiirther work. The remaining seven (7) sites were <br />recommended for preservation. None of the sites recommended for preservation are situated <br />within the subject parcel. The applicant will be required by conditions to implement the <br />recommended treatments and plans -for the archaeological sites on the property. <br />-5- <br />
